What is a "certified" preowned used car?
First of all considering there are no legal definitions, guidelines, rules in general or independant body overseeing the "certification procedure" it depends who you ask. If a car is certified you must have access to the documentation that goes along with the certification before purchase or signing anything! This would include all inspection reports and complete service history from the date the car was originaly put on the road. Any warranty related repairs or recalls, a complete owner history, was it owned or leased and by how many people. In some cases the vehicle might have been inspected, however not repaired. Some times vehicles are advertiesed as being certified and inspected, however this is not actually done until the vehicle is sold. The information can be misleading. You are better off getting it done yourself. You are not asking for anything all that complicated, if this information is not available how can it be certified what is the certification based on? Most of this information should be available for any used car not just certified. Finally get the car independantly inspected for your own piece of mind.

Are you buying a used, second hand or preowned certified car? First rule, get your own inspection done. You can not rely on the sellers inspection reports, they are a conflict of interests nor can you rely on third party reports from a distance by someone who has not even seen the car you want to buy. They sometimes lack information about problems that may not have been declared or noticed. Finally, if the seller is offering an incedent and accident free car that has been maintained and is in good condition. There should be No problem allowing an independant inspection chosen by the buyer, in fact in Quebec it is the law. If there is a problem with an independant inspection, you should look to buy elsewhere.
